CLARENS – Thabo Mofutsanyana district municipality executive mayor Conny Msibi is confident that the systems in place will enable the municipality to attain a clean audit.

Msibi made this proclamation when tabling the budget for 2023/2024 financial year at Clarens in the Dihlabeng local municipality.

“On improved financial management and accountability as part of building sufficient capacity of the municipality to fulfil its mandate, we have continued to improve our systems and tighten internal controls to better manage the limited resources we have.

“Despite the target we have set for ourselves of attaining a clean audit, we are glad that in the past 2022 audit cycle we have maintained an unqualified opinion with matters of emphasis, but it must be welcomed that significant improvement was realized, where we managed to reduce our irregular expenditure from R17 million to R9 million, reduced to zero an authorized expenditure and improved our reporting audit of performance outcomes.”

Msibi said despite some persistent challenges of irregular expenditures and other weaknesses, she is glad that notable progress has been made.

“Hence we have resolved again to push attainment of clean audit. These achievements can be apportioned to, among others, the effectiveness of MPAC, Risk Committee and Audit Committee.

“In the new financial year we will further strengthen our internal capacity, by appointing competent personnel to support the MPAC, tighten our SCM regime, and introduce new technologies to ensure smooth and effective document management and accountability.” Msibi promised.
