Notice is hereby given, in terms of Section 21(1) (a) and (b) of the Local Governmet: Munucipal Systems Act (MSA) 32 of 2000; read with Section 24(a) of the Local Governmet: Municipal Finance Management Act (MFMA) 56 of 2003 and Chapter 2 of the Municipal Budget and Reporting Regulations (MBRR) s18(1) and s26, that the municipal council has approved the 2nd 2025/2026 Budget Adjustment, the 2026/2027 Integrated Development Plan (IDP) and the 2026/2027 2028/2029 MTREF Budget, Budget Related Policies and Tariffs Schedule in a Council meeting held on 11th of June 2026 at Phuthaditjhaba new Auditorium.
Community members and all interested parties are therefore encouraged to view the documents at Municipal Offices and Libraries in Phuthaditjhaba, Kestel and Harrismith and the website http://www.malutiaphofung.fs.gov.za.

The overall tariffs were increased on average by 3.7% based on the projected average inflation on the MFMA Circular 132. The electricity tariffs are projected to increase by 9.01%.
