Thabo Mofutsanyana District Municipality, with its seating in Phuthaditjhaba, Free State Province, subscribes to the principle of Employment Equity Act and Affirmative Action. The municipality hereby invite suitable candidates to apply for the following advertised position.

DEPARTMENT: OFFICE OF THE MUNICIPAL MANAGER

POSITION: DIRECTOR TECHNICAL SERVICES

(PERMANENT POSITION)

SALARY PACKAGES PER ANNUM: Minimum: R1 291 138, Lower: R1 322 125, Midpoint: R1 353 856; Upper: R1 386 348 and Maximum: R1 419 621 as determined by Notice No: 54505 of 14 April 2026 for a Grade 3 municipality on Upper Limits for Senior Managers.

DIRECTOR TECHNICAL SERVICES

The appointment of the Director Technical Services will be permanent as determined by Section 57 of the Municipal Systems Act, No 32 of 2000 and Amendment Systems Act, no 32 of 2000 section 4 (g).

REQUIREMENTS:

A Bachelor’s degree in Engineering/ B. Tech: Engineering or equivalent from an acceptable institution • A Valid driver’s licence, a suitable vehicle for proper performance of his or her functions, willingness to work irregular hours with extensive travelling and be Computer literate.

OTHER REQUIREMENTS:

The appointed candidate must be a South Africa Citizen or permanent resident with no criminal record. He/she must be in possession of a valid driver’s license (Code 08 (EB) and a suitable vehicle for proper performance of his/her functions; willingness to work irregular hours with extensive travelling.

ADDED ADVANTAGE:

A Certificate of competency as required in terms of the General Machinery Regulations, 1988; or registration with a recognised relevant engineering professional bodyA Certificate in Municipal Financial Management Programme/ Programme in Management and Development for Municipal Finance (MFMP/ CPMD) as prescribed by National Treasury, Government Gazette No 29967 dated 15 June 2007 will be an added advantage.

EXPERIENCE:

A minimum of 5 years’ experience at Middle Management level, or as programme or project manager. Three to four (3-4) years must be at a professional level/ engineering management experience • A proven successful institutional transformation record in the public or private sector • A person of honesty and integrity

KNOWLEDGE:

• Good knowledge and understanding of relevant policy and legislation • Good knowledge and understanding of institutional governance systems and performance management • Must have extensive knowledge of the public office environment • Must be able to formulate engineering master planning, project management and implementation. Knowledge of the Occupational Health and Safety Act and its regulations. •Good knowledge of Supply Chain Management Regulations and the Preferential Procurement Policy Framework Act, 2000 (Act No. 5 of 2000).

COMPETENCIES:

The Incumbent must meet the following competencies as per Notice 21 published in Government Gazette no 37245, dated 17 January 2014:

Strategic Direction and Leadership, People Management, Program and project Management, Financial Management, Change Leadership and Governance Leadership.

CORE COMPETENCIES:

Moral Competence, Planning and Organizing, Analyzing and Innovation, Knowledge and Information Management, Communication, Results and Quality Focus.

KEY FOCUS AREAS WILL BE: Technical and Infrastructural Services

KEY PERFORMANCE AREAS:

  • Lead and manage staff within the Department to enable them to meet their objectives;
  • Contribute towards the development of the Integrated Development Plan (IDP);
  • Develop and implement the departmental Service Delivery and Budget Implementation Plan (SDBIP);
  • Implement programmes and projects from IDP;
  • Overseeing the entire department including grants programme;
  • The provision and supporting local municipalities in infrastructures programmes & projects
  • Responsible for implementing infrastructure related grants such as RRAMS, EEDMS EPWP etc.;
  • Ensure that budget is planned, prepared, implemented and controlled;
  • Ensure effective reliable administration and quick response to queries and complaints;
  • Ensure that monthly, quarterly and annual reports are prepared and submitted to Management and relevant committees on time;
  • Attend to portfolio/ Section 80 committee, Executive Committee (EXCO) and Council meetings;
  • Implement Council resolutions;
  • Attend to audit queries;
  • Ensure quality assurance;
  • Oversee and report on upgrading and maintenance of infrastructure. Administer engineering contracts and projects;
  • Management of staff performance within the directorate;
  • Monitoring of project budgets and provide feedback to Management;
  • Ensure that all local municipalities have WSDP (Water Services Development Plan), Roads Master Plan, Electricity Master Plan, Water Master Plan and other related infrastructure policies and plans are updated and implemented. The incumbent will be expected to work in the entire area of the Thabo Mofutsanyana District Municipality

No Applications will be considered if it is not on the Official Application Form. The application form must be accompanied by detailed CV with contactable references, originally certified copies of qualifications, Identity document, driver’s licence and covering letter depicting the reference number of the post applied for. Fraudulent qualifications, information or documents will disqualify any applicant. Faxed or e-mailed applications will not be accepted;
  2. Applicants submitting their curriculum vitae in response to this advertisement specifically agree and authorise Thabo Mofutsanyana District Municipality and/or its representatives to undertake the necessary confirmation/ certification of any information or document in the curriculum vitae
  3. Short-listed candidate will be subjected to reference checks, criminal record check and signing of indemnity forms;
  4. Recommended candidates will be subjected to a competency-based assessment over 2 day’s prior appointment in terms of Annexure A (Competency framework for Senior Managers) of Notice No.21 of Government Gazette No. 37245 of 17 January 2014;
  5. It is the applicant’s responsibility to have foreign qualifications evaluated by the South African Qualifications Authority (SAQA) and to attach proof thereof;
  6. The successful candidate will be required to sign an Employment Contract on or before assumption of duty, a Performance Agreement within 60 days of appointment and the necessary Disclosure of Financial Interest Forms as well as undergoing the necessary Security Vetting Processes;
  7. The successful candidate will be stationed at Thabo Mofutsanyana District Municipality’s head office situated in Phuthaditjhaba, QwaQwa, but may be deployed anywhere within the municipality depending on the operational requirements.
