FS-ANC  provides clarity over Mayor Khalipha’s step-aside rule

BLOEMFONTEIN -The ANC Provincial Chairperson Speaker of Free State Legislature, Mxolisi Dukwana, has provided clarity on the application of the party’s step-aside rule affecting the Mayor of Matjhabeng local municipality.
Dukwana was speaking to the media after the official opening of the Legislature led by Premier MaQueen Letsoha-Mathae held at Bloemfontein City Hall.
His address was in respect of the recent confusion surrounding the position of suspended Matjhabeng Mayor, Thanduxolo Khalipha, Dukwana confirmed that Khalipha has officially stepped aside from his mayoral duties following a directive from the ANC Provincial Executive Committee (PEC).
The clarification came after several reports that Khalipha had allegedly appointed someone to act on his behalf whilst taking special leave pending a case against him. 

‘Decision came amidst ongoing legal issues’
According to Dukwana the decision came amidst ongoing legal issues for Khalipha, who faces charges of common assault and crimen injuria related to an incident in occurred March where he allegedly swore at his bodyguard. Khalipha is scheduled to appear in court again on 20 August 2024.
Dukwana elaborated on the implications of the ANC’s “step-aside” principle.


“Remember, when you step aside, you take leave, you move out of your position. It could be permanent or temporary; it depends on the severity of the case you are dealing with.”


He confirmed that Khalipha’s step-aside status is in effect and an acting mayor will be appointed during his absence. The decision to impose the step-aside rule on the mayor followed a PEC meeting held on 21 July at the Kaizer Sebothelo Building in Bloemfontein.

ANC spokesperson Jabu Mbalula explained the PEC had carefully reviewed the allegations against Khalipha and determined he should step aside under the party’s principles. The step-aside rule requires any member, office-bearer, or public representative facing serious criminal charges to relinquish their position until their case is resolved.

Mbalula also noted that the PEC will soon announce who will serve as the acting mayor. Additionally, the PEC will assess Khalipha’s level of participation in ANC activities during this period.
