Job Summary:
We are seeking a highly experienced and skilled Expenditure and Payroll Manager to oversee the municipality’s expenditure and payroll functions. The successful candidate will ensure accurate and timely payment of salaries, wages, expenses, as well as compliance with relevant legislation and regulations
Key responsibilities
• Manage the municipality’s expenditure and payroll functions
• Ensure accurate and timely payment of salaries, wages and expenses
• Oversee the preparation and processing of payroll and expenditure reports
• Ensure compliance with relevant legislation and regulations (e.g. PFMA,MFMA, SARS)
• Develop and implement expenditure and payroll policies and procedures
• Manage and supervise a team of expenditure and payroll staff
• Identify and implement process improvements to increase efficiency and effectiveness
Requirements
• Bachelor’s degree in Accounting, Finance or related field
• Minimum 5 years’ experience in expenditure and payroll management
• Proven track record of managing expenditure and payroll functions in a municipal environment
• Excellent knowledge of relevant legislation and regulations (e.g. PFMA, MFMA,SARS)
• Strong analytical, problem solving and communication skills
• Ability to work under pressure to meet deadlines.

• Registration with a professional body
• Valid driver’s licence (Code 08 (EB))
• NO criminal record
• Computer literacy. A Certificate in Municipal Financial Management Programme (MFMP) as prescribed by National Treasury, Government Gazette no 29967 date 15 June 2007 will be an added advantage.
