Mahlatsi unpacks NCOP role

QWAQWA – Free State MEC of Public works Dibolelo Mahlatsi has lauded the election of Refilwe Mtsweni-Tsipane, as chairperson of National Council of Provinces (NCOP), which is the upper house of South Africa’s bicameral parliament.


Mahlatsi described the appointment as momentous and historic given the election of Thoko Didiza and Dr Annelie Lotriet as Speaker and Deputy Speaker of the National Assembly, respectively.
A former premier of Mpumalanga, Mtsweni-Tsipane was elected unopposed as the chairperson of NCOP on Saturday.
Outlining the significance and responsibilities of the NCOP, Mahlatsi said it is crucial in playing an oversight role and ensuring government accountability.


“We believe we are experiencing something very historic; we are reminded of the excitement and enthusiasm in our country at the time of our transition to democracy. We are also excited to witness the election of women to preside over both house of parliament. We are grateful as a nation to be led by women.

“People in our country have once again been inspired to believe that through human efforts, injustice can be overcome and together we can build a better nation for all. As honourable members are aware the NCOP occupies a unique position in our constitutional system of governance.”
Mahlatsi described the NCOP as an important and strategic institution in combining roles played by the three spheres of government – national, provincial, and local.


“This places the NCOP as the strategic oversight position, it has possibility and mandate to keep a positive eye on the process that must integrate legislative and executive decisions in all spheres of government. We therefore wish you strength in the challenging days and years ahead. As Free State province we are saying congratulations on a very historic month June, the month of young people.”
