  1. OFFICE OF THE MPAC CHAIRPERSON
    COMPLIANCE MANAGER( MPAC MANAGER)
    (TASK LEVEL 15 ( R 46 844.59) OF A CATEGORY 2 MUNICIPALITY) BENEFITS-CAR ALLOWANCE, CELLPHONE ALLOWANCE, PENSION FUND AND MEDICAL AID

KEY RESPONSIBILITIES:
▪Manage MPAC Office. ▪ Plan and conduct research and have innovation towards ensuring efficiency and effectiveness of the office. ▪ Develop processes for MPAC projects as directed by Council and the Municipal Manager on strategies to ensure good governance. ▪ Formulate adequate advices for MPAC to ensure good governance. ▪ Compile MPAC programme and integrate into institutional calendar. ▪ Plan management of MPAC activities and ensure logistical arrangements are made. ▪Organise for documentation and archiving of all MPAC documents. ▪Lead ad hoc projects that may arise working with Risk and Internal Audit Unit. Manage and coordinate implementation and maintenance of Municipality Policies. ▪Monitor the adherence to Compliance requirements and processes. ▪Assist the municipality in addressing compliance backlogs. Assist MPAC with monitoring implementation of action plan. ▪Report on compliance issues. ▪ Ensure that the municipality, its employees, and its projects/programmes comply with all relevant regulations and specifications. ▪ Regularly assess the efficiency of internal controls and recommend effective improvement. ▪Design & monitor control systems to deal with compliance violations.▪ Ensure adherence to the budget regulation schedule and processes and procedures during the budget compilation.▪Advice MPAC on accountability and oversight matters. ▪Provide administrative support to ensure functionality of MPAC Committee. ▪Assist the chairperson and the committee to run the committee affairs. ▪Develop the annual MPAC programme in line with the Municipal Cycle. ▪ Source Municipal Council documents and reports that are needed for MPAC in order to perform duties. ▪Review and investigate all matters referred to the committee by other council committees.
▪Benchmark Committee activities as well as functionality with other municipalities. ▪Ensure that MPAC reports are tabled in council and track implementation of MPAC resolution by Council▪ Ensure proper management and filling of all MPAC records and files. ▪Develop process and procedures for MPAC operations. ▪Analyse financial and performance reports including SDBIP, Annual Report and Financial Statements. ▪Provide technical support and manage secretarial services for MPAC

REQUIREMENTS:

  • Grade 12
  • National Diploma or Degree in Public Management
  • Degree in Auditing/ Accounting qualification will be an added advantage.
  • Understanding of MFMA /MPAC functions in terms of Municipal Systems Act as amended.
  • 3-5 years’ experience • Minimum of 2 years managerial/supervisory experience
  • Computer Literacy – MS Office Applications.
  • Good planning, budgeting, communication, and interpretational Skill, problem solving skill, project management skill, report writing skill
  • Driver’s license
  1. ENVIRONMENTAL HEALTH PRACTITIONER(PERMANENT)
    (TASK LEVEL 10 NOTCH 6 -R 22 996,17of a CATEGORY 2 MUNICIPALITY) BENEFITS-CAR ALLOWANCE, CELLPHONE ALLOWANCE, PENSION FUND AND MEDICAL AID

KEY RESPONSIBILITIES:
▪Liaise with persons, institutions and authorities about environmental health and preventative health. ▪Assist the District Coordinator with financial and human resources administration. ▪Institute prosecution against authors of a nuisance. ▪Conduct routine inspection to all food and non-food premises to ensure compliance with health legislation and taking action to improve conditions. ▪Investigate the outbreak and of (notifiable) infectious diseases and take measure to contain them, working together with the outbreak response team. ▪Render (land, air, water and noise) pollution control and waste management services. ▪Investigate complaints of any nuisance or health hazard from the public. ▪Give public health advice on planning and license applications.▪Conduct health education and other environmental health awareness campaign.

REQUIEMENTS:

▪Grade 12, National Diploma in Environmental Health or B-Tech in Environmental Health. ▪Registered as an Environmental Health Practitioner with HPCSA. ▪Valid driver’s license. ▪Computer Literacy ▪1 years work experience/ Completion of Community Services ▪Excellent Communication Skills.
